Civil government is one type of government. It shares governmental power with individual self-government, family government, and church government.
Government possesses sovereignty. Sovereignty is marked by a court system that is independent of other types of government. A sovereign government has the right to exclude. What is excluded is invasion by another government agency.

Print and read an article on how a voluntary association in Washington, D.C. is helping drug addicts to escape their addiction, after a series of tax-financed government agencies could not help deliver them. Pay close attention to the ideas of Robert Nisbet. He was my mentor for several years in the late 1960s. He was one of three professors who was on my Ph.D. dissertation committee in 1972.
